The Assessment District Bond application is designed to provide a method of generating, maintaining, and tracking bond information for bonds issued under the Improvement Act of 1911. Included in the system are programs for maintaining bond master records, generating bond payment records for principal and interest, printing semi-annual bills and delinquent notices, processing cash receipts, updating general ledger, and transferring amounts to accounts payable to pay bond holders. The system also generates penalties for delinquent bonds and calculates current amounts due on bond payoff amounts based on a particular date.
The bond database is related to the assessor parcel database. Each bond record contains a parcel number which is validated in the parcel database.
A bond master record and payment records including principal, interest, and penalties may be displayed and optionally printed whenever required.
This report prints the amount of principal, interest, and penalties required to pay off bonds based on a particular date, which is entered prior to printing the report.
This report prints the amount of principal, interest, and penalties due as of a particular date, which is entered prior to printing the report.
This program prints a schedule of payments due over the life of the bond for a single bond.
A billing register, a delinquent register, and bills may be printed with this program. The billing register prints a list of the bonds with due dates, delinquent dates, amounts due for principal, interest, and penalties, and the totals for all the bonds. The delinquent register is the same as the billing register, but includes only bonds with delinquent payments. Bills may be printed for a single bond or for all the bonds in zip code order.
After cash receipts have been entered, and prior to posting and clearing, a cash receipts journal may be printed. The journal is used for auditing and prints batch numbers, dates, amounts, and distributions.
The general ledger posting journal is printed as cash receipts and/or G/L journal entries are posted to general ledger. Account number, transaction date, reference number, description, and debit or credit amount are printed.
The contents of the reference file may be displayed or printed. This file contains variables used by the bond programs which may be maintained by the user. Examples are bond G/L account numbers, district name and address, and bond amortization years.
Mailing labels or file folder labels may be printed for all bonds or for delinquent bonds. Mailing labels are printed 3-up and file folder labels are printed 1-up.
The delinquent bills program prints bills to be sent to delinquent bond accounts. In addition to the principal and interest due, penalties through a predetermined date are added to the bill.
This program allows the user to change selected information in the bond master record. The re-calc option recalculates the amounts due to bring the bond up to date or to pay off the bond
The user may add, change, or delete reference variables with this program
Cash receipt records may be entered, changed, or deleted prior to posting to bonds and general ledger.
